Dr David Halpern, board director and chief executive of the Behavioural Insights Team in the UK, and Professor Abigail Payne, director of the Melbourne Institute of Applied Economic and Social Research join the vice chancellor of the University of Melbourne, Professor Glyn Davis to discuss these questions.
