The NSW Ombudsman is an independent and impartial watchdog agency whose job is to ensure that the public and private sector agencies and employees we watch over fulfil their obligations properly.  We investigate and resolve individual complaints; help agencies be aware of their responsibilities to the public, comply with the law, act reasonably, and follow best practice in administration; and draw government’s attention to significant issues of concern.  When necessary, we assist those agencies to develop their capacity to deliver services more effectively and fairly by reviewing their systems and policies and by providing training for their staff members.

The Deputy Ombudsman leads the Operations and Capacity Building Division, directing the overall performance of regulatory programs and enforcement functions with potential for significant external impacts at individual, agency, organisation and government levels.  The role leads the principal Division in the Ombudsman’s Office which monitors, investigates and promotes improvements in the performance, accountability and compliance of government and non-government agencies, resolving matters in the public interest. The Deputy Ombudsman is also the Community and Disability Services Commissioner, carrying out the functions of the Ombudsman under the Community Services (Complaint, Reviews and Monitoring) Act 1993.

Job description

Key priorities of this critical role will include driving a significant external outreach program to improve practice on the ground, engaging with partners, stakeholders and across the sector, and initiating major investigations and large scale projects on issues of public importance.  The Deputy Ombudsman will also play a key role in leading a major organisational reform program across the Office, including developing best practice processes, delivering continuous improvements and efficiencies, and ensuring effective end-to-end integration and consistency in the strategy, research, policy, operational and governance activities.   Positioning the Office to respond quickly and flexibly to highly sensitive and contentious issues will be critical, as well as raising awareness of the Office and ensuring access to all members of the NSW community.

Candidates will need to demonstrate highly developed strategic leadership, organisational and relationship management capabilities, with a record of achievement in delivering reform and change in a either a public sector, human services or related organisational setting.  Above all, candidates will need to be highly effective in working collaboratively and sensitively to deliver outcomes in a dynamic, complex environment.
